Yes, this is kind of amusing indeed, but I think these instructions are necessary. After all theer are people who might not have got familiarized with that particular information.
I think what it means is when you get a visa to enter a country from the country's embassy, you must use the visa within a certain length of time, like 1 year, and that the duration of the length of stay of the visa is not the same as the "use by" duration. Yeah, it is hard to explain this on a sign.
